Summary of Publications
Neil has published widely in many areas of tax policy. He has authored or co-authored many refereed articles and books. He has also undertaken a number of research projects for both Federal and State Governments as well as being involved in a number of AusAID projects. For the NSW government, he has been involved in a number of recent major reviews. In August 2007, he was appointed an IPART Commissioner and is currently involved in an IPART Review of the NSW Tax System. In May 2006, he was commissioned by the NSW Government to undertake a study into Benchmarking Australia's Intergovernmental Fiscal Arrangements and in 2004, he co-chaired a NSW Government Review of Employers' Compliance with Workers Compensation Premiums and Payroll Tax. For the Vicrtorian Government in 2005, with Professor Ann Harding from NATSEM, he undertook a study into The Distributional Impact of Selected Government Benefits and Taxes. Noteworthy amongst his recent publications is his 2004 book titled Tax: Facts Fiction and Reform which has received widespread acclaim as essential reading on the issue of tax policy in Australia.

Previous Positions
Neil came to Atax in February 1999 from the Faculty of Commerce and Economics at the University of New South Wales (UNSW) where he was Senior Lecturer in the School of Economics and a staff member since 1983. Prior to that, he worked as a Research Fellow at Institute for Fiscal Studies in London (1979–81) and the Centre for Applied Economic Research at UNSW (1982–83).
Awards and Achievements
Over the years, Neil has been a member of various State and Federal Government committees as an economics tax expert and appeared before numerous Senate Committees and Government reviews as an expert witness (as indicated in his publications list). He was also been Research Director of the Australian Tax Research Foundation from 1994 to 2006, Research Director of the Committee for Economic Development of Australia (CEDA) from 1988-1990 and been an Advisor to the Business Coalition for Tax Reform since 1998. He is also a Reviewer of International Standing for the Australian Research Council (ARC).
