Michael D'Ascenzo and David Butler, the New Zealand
Commissioner of Taxation, were both keynote speakers
at the 7th International Conference on Tax Administration,
hosted by UNSW's Atax.
The conference, held every two years, brought together
leading international and Australian academics, practitioners
and leaders of revenue authorities to discuss and compare
contemporary issues and research in tax administration.
More than 38 papers were presented over two days on
topics including international issues in tax administration;
self-assessment; administration and compliance costs;
compliance behavior; change management; taxpayer rights
and obligations; tax decision making and dispute resolution;
tax evasion; and ethical considerations and effective
enforcement strategies.

Cedric Sandford Medal recipient
Kim Bloomquist was awarded the highly prestigious Cedric
Sandford Medal at this year’s conference. Mr Bloomquist
was quoted as saying "I'm greatly honored to become
the second recipient of the Cedric Sandford Medal. Although
I never met Prof. Sandford, those that did know him
had the highest regard for his work and for the man
himself. Prof. Sandford was a man of many talents and
accomplishments. He trained as a pilot in the RAF. He
was an economist who was respected world-wide as a researcher,
teacher, consultant, and writer. He was an outdoorsman
with a passion for fishing, and a devoted husband and
father. It is fitting that we take this occasion to
remember the man after whom this award is named and
the qualities he embodied: excellence in scholarship,
service to community, and generosity of spirit. Prof.
Sandford represents an ideal to which we should all
aspire.”
